The original meaning of Luo is a net used for catching birds. In Jiaguwen (Oracle Bone Script), the top of the character depicts a flying bird, while the bottom shows a person with hands spreading a net. This represents a bird being trapped by a net, unable to fly despite having wings. Thus, it is an ideogram (associative compound character) representing the act of capturing.
The lineage is traced back to the descendants of the ancient Emperor Zhuanxu:
The Fire Gods: Zhongli, the great-grandson of Zhuanxu, served as the Huozheng (Minister of Fire) under Emperor Ku. He achieved great merit in bringing light and warmth to the world and was bestowed with the title Zhu Rong. After Zhongli was executed, his younger brother Wu Hui succeeded him as the Minister of Fire and also carried the title Zhu Rong.
Establishment of the State: During the early Western Zhou Dynasty, Kuang Zheng (the second son of Duke Xiao) was enfeoffed and established the State of Luo with the noble rank of "Viscount." The capital was originally west of present-day Yicheng, Hubei, later moved northeast of Zhijiang, Hubei, and eventually moved northeast of Xiangyin, Hunan.
Fall and Restoration: Around 690 BC, the State of Luo was conquered by the State of Chu. Ling Fu (the second son of Cheng Zheng, 94th generation of the Huang lineage) entered the service of the State of Qin with the ambition of restoring his nation. After achieving military merit, he was offered a title, which he politely declined; instead, he requested that the King of Qin provide troops to help restore the State of Luo.
The Surname: Due to the mountainous terrain, the capital of the restored state was moved to Zhijiang in the Nan Commandery. Over time, as the clansmen migrated and their specific origins became obscured, they traced their lineage back to Zhu Rong and Kuang Zheng when compiling their family genealogies, adopting Luo (the name of their state) as their surname.
